You have to have an advanced stronghold yourself to get that one. I think if the Telvanni stronghold is yours you can just pick it up, but I'm not sure.

If you're in one of the other Great Houses, you can kill her and take the book. If you have Tribunal, you can go to Mournhold, and do the quest that begins when the wizard attacks you.
