When the VTEC oil pressure switch closes, the voltage should drop to zero. When this system fails to operate properly the ECM may set a code. The codes associated with this are P 21 for the solenoid and P 22 for the pressure switch.
Each code requires further diagnosis prior to condemning the solenoid or the VTEC oil pressure switch. If you do not maintain your car, the screen in the VTEC solenoid can become plugged.
The VTEC kicks in, but oil pressure never gets to the rocker shaft. If you unplug the solenoid and there is no difference in engine power, check the filter first. Dirty oil can plug the screens through which oil is supplied to the solenoid. Also, using oil with the incorrect viscosity can cause the variable valve timing system to operate poorly or not at all. To test for the 10 volts, set your meter on the DC 20 setting. To test for continuity, yes, you have the meter set correctly. A lack of oil pressure, enough oil or similarly related lubrication issues can cause problems with your VTEC system. Without a proper pressure reference, your big VTEC cam lobe will never get going. Without the right level of oil pressure, VTEC doesnt work.
When this sensor goes bad, it will start to give inaccurate readings. After the readings fall out of specification, a warning light is set. This will cause some mechanical problems, including warped pump components, which eventually will lead to complete failure of the pump.
